[L16-usa] Looking for some help on my Luders

A couple of us have recently acquired an L16, #300 (apparently one of two 
with that number).   I have several problems which I am researching.   This is a 
fiberglass boat with an aluminum mast.
1) Aft of the ballast in the keel there is a hollow section, which must have 
leaked for the previous owner.   He put some holes in the hollow area with the 
intention of filling the cavity with epoxy.   We are thinking that a lighter 
material, like insulation foam might be a better choice.   How have others 
dealt with this issue?   What is the solution?   Why is this space there?
2) The mast has a couple of repairs and we are concerned about its viability, 
plus it is not exactly straight.   Does anyone know of a mast in good 
condition that might be available.   What are sources for a mast on this kind of 
boat.   Is there another boat that shares the same dimensions?   Any ideas?
3) The tiller is missing.   I realize this is a small issue, but in looking 
at several Luders in our harbor most have a fairly short tiller.   Is short all 
right.   My assumption that short works better for the small cockpit.   Are 
there any original drawings for this boat?   
4) The cleats had been removed by the previous owner in preparation for 
painting the deck. Most , but not all, of the Luders in our harbor have an aft 
cleat.   Ours has chocks about a foot and a half from the stern, which would make 
me think that they had the aft cleat forward of the back stay.   That would be 
a more convenient location, and having chocks would be nice.   Any thougts on 
the durability of the deck to support cleats?

We will have more questions as we go on.
